Validation

• dateTimeUtc must be an ISO 8601 string with the UTC offset Z or +00:00; fractional seconds are allowed.
• The parser validates component ranges, but calendar overflows such as April 31 are normalized by the system time function.
• Empty body → 400 ERROR_API_PARSING.
• RTC write failure → 500 ERROR_IO.
